CIIPA strengthens leadership, regulatory capacity with senior appointments

The Cayman Islands Institute of Professional Accountants has appointed three employees to new roles as it strengthens its leadership and regulatory operations.

Alfred Tweneboah has been appointed deputy chief executive officer while retaining his position as director of regulatory affairs and policy. Samantha Bartlett has been named associate director of regulatory licensing and compliance, and Tishan Connolly has been appointed compliance officer in the same division. The appointments took effect July 1. 

CIIPA said the changes are part of the continued development of its organisational structure and regulatory functions. Bartlett and Connolly are Caymanian, and their promotions also reflect the institute’s efforts to develop local talent.

“These appointments represent an important step in the continued development of CIIPA and strengthen our capacity to serve our members, regulate the profession and meet our responsibilities as a self-regulatory body,” CIIPA CEO Sheree Ebanks said.

Tweneboah, who joined CIIPA in April 2024, oversees regulatory policy, quality assurance, anti-money laundering and countering the financing of terrorism supervision, and professional standards. In his additional role as deputy CEO, he will deputise for Ebanks and contribute to organisational strategy and management, as well as represent CIIPA with government, regulators, members and international partners.

Bartlett joined CIIPA in September 2018 and has more than seven years of continuous service with the organization. In her new position, she leads the Regulatory Licensing & Compliance team, which handles membership, licensing and firm registration as well as compliance monitoring and quality assurance.

Connolly will support membership, practitioner licensing and firm registration applications and renewals. Her responsibilities also include due diligence and compliance checks, quality assurance work, continuing professional development monitoring and complaints handling.

The appointments come as CIIPA continues work on its regulatory framework and its AML/CFT/CPF supervisory functions, while expanding engagement with government, regulators and international organisations.
